you answered your own question, it's not religion but philosophy, similar to Buddhism which ain't religion too, depending on definition

To see Buddhism as a full blown religion ( and very aggressive at that) visit Burma or Sri Lanka
I think all three (Buddhism, Taoism and Confucianism) can be religions in the traditional sense or not, it very much depends.
