Even if some quantum effect is required for consciousness, and even if consciousness is required for intelligence, I'd argue that this does not mean we cannot simulate this - the Universal Quantum Computer[0], for example, was proposed by a researcher at the same institution at around the same time as Penrose when he wrote The Emperor's New Mind.
