They seem to be spotting visible guns, not concealed ones, and the focus is on guns being brandished instead of holstered.

This is preliminary work but it wouldn't be useful to have an alarm go off every time another police officer or security guard comes into view with a gun on his hip.

That's true in the US, but not in many other places (the UK for example).
