They say unlocked (T-mobile), unlocked (verizon). What does that mean?

My understanding of unlocked means free to use any carrier. Am i missing s

In this case, the carrier name in parenthesis is shorthand for the bands that the phone can operate on. T-Mobile is GSM, Verizon is CDMA. Some models of IPhone have both technologies, these do not have both.
But will it work on another GSM network, say ATT? Or in another country? I am looking to buy this phone for my mother in India.
