A good way to achieve that is to have the hidrocarbon rich Arabian peninsula states plant lots of trees in the desert. The water to irrigate them? Desalination plants using excess nat gas that they are currently flaring.
This sounds like another green deal. Why would the Arab states want to improve the environment?
