4. Sadly nowadays it's one of the worst UIs. It was great starting with Windows 95 and ending with 7. It all went downhill starting with Windows 8. Windows 10 isn't much better.

I've heard this often but never seen much justification for it besides things like buttons having less visual distinction from other content and the split control panel/settings app (which is pretty embarrassing). Was there anything else you had in mind?
Lack of color customization for the UI in order to facilitate vision disability/difficulty.
