If you want to run Chrome OS on something roughly Pi-sized, why not just get a Chromebox?

I guess price is the main issue, they aren't cheaper than Chromebooks themselves. What contributes to it is that they all come with Intel processors AFAIK

ASUS Chromebit is/was close to what I want though, but it might be pretty slow since it's from 2015 and close to EOL.
