Huh? They don't have their own banks? I am in Europe and if the US sanctions hit us, then.. my life would be still absolutely the same...
Every bank either is a subsidiary of a US bank, or has a US subsidiary, or has a partnership of some sort that's close enough to do business that involves the US. So if the US wants to push a bank around, it can.

Of course, such pushes do not generate goodwill and friendship.
