Sure, if it is working as one expects perhaps it is fine, but what if it malfunctions. What if it could be caused to malfunction on demand.

Just so you know, this is essentially the same wavelengths that the military uses for its "Active Denial System", only potentially slightly longer resulting in more penetration.
