Just gonna float this: a "good" nation would create privacy-respecting technical systems readily accessible for use/users that does what is asked here: hide personal information of officers. France ought get some experts together, & have them build some machine-learned models to filter out minimal but sufficient identifying characteristics of the police &c force that they are claiming to protect. Release those models, help others train competing models. Try to work to address what they declare is the issue.

Come not just with censorship & restrictions. To justly rightly govern, create the preconditions for the citizens to be able to fulfill the intents.

This bill has none of that good will, makes the state take no responsibility in making video logging good. It simply restricts & prohibits. This is a shitty way to govern. Try harder.
