This is just a light overview of what the Dunning-Kruger effect is (or was claimed to be), Pat sounds extremely fictional and conveniently useful to help describe "the effect" (which - if you search HN you'll find multiple links to a 2010[0] article challenging DKE, even the of-submitted Wikipedia page[1] expresses doubt).
