It seems to me that other cultures/countries either don't have characters much like Robin Hood, or the similar romantic outlaw characters they have are much later and definitively historical. (Am I wrong? Are there romantic outlaw stories predating Robin Hood?)
Hong Gil-Dong is a Robin Hood-like figure versed in Korean martial arts. An added bonus is that he's recorded as a real person (even if it's likely that his antics might have been exaggerated by his chroniclers). He's popular enough among Koreans to have adaptations made about him from both sides of the DMZ.
William Tell among the Swiss might fit your criteria.
