There is little to no impact on the vendor for issuing a refund and removing the digital items here. Any saddling is being done without a conscience, or a clue for PR.
Sounds like the parent should not have granted the daughter access and use of his credit card.
Ultimately this is a parenting failure, and the 20k is the consequence of that failure.
He should pay his debt and do some introspection as to just why he thinks it's OK to give someone else the ability to take on massive debts that he is liable for.
