So the rise and fall of the surface of the planet above the center of the mass of the earth/moon system is just big enough to slowly make the surface want to drift a little slower than the rotation of the earth itself. It's hard to reason about intuitively, but would indicate that there should be less activity at the poles.

I wonder if that is the case.
