A bit too late..
Far too late.

The US semiconductor industry has declined to roughly the same relative level as the Chinese level. That's more or less levelled the playing field as of now.

But the Chinese are actively throwing hundreds of billions at building their semiconductor industry, whereas the US is just bumbling along with wishful thinking.

The US semiconductor industry is going to go the way of the US steel industry, the US textiles industry, the US building materials industry, the US ship-building industry and all the other US industries that have been thrown away by US corporations and US Government decrees.
