Fascinating, I think the Koban idea is something we should replicate in American cities.
Small distributed community policing stations would really be an improvement to the car based policing used right now.
That model would succeed only in dense cities. American cities are so sparse, a police station/force without cars, or very few cars, just cannot do the policing or helping it would need to do.
