Makes me wonder what can/should be done about coordinated hacking efforts made by foreign governments. Say if Finland determined through extensive investigation that the Chile was intruding into its sovereign data/infrastructure. When would we consider this an act of war? Is it too hard to determine who the actors really are in order to establish blame?

And if “sufficient” (whatever that is) evidence existed, would one of the first actions be that the intruding government take action or suffer penalty/sanctions/etc? I could see governments beginning to lock down anonymity among other restrictions so as to prevent blame from falling on them.
