Read that more than once. Obama literally says "The United States government does not engage in cyber economic espionage for commercial gain."
This is revealing. This does not deny that they are engaging in cyber espionage. It's just they aren't doing it commercial gain.
How do you get the world governments to agree to the digital geneva conventions when they are all guilty of breaching whatever would be in the digital geneva convention?
