I care about dog poo in the park, but I don't like it or want more of it, and I'd get rid of it I could.

I think this is the kind of care they mean.

Yup, I say with bad ideas poorly implemented it could be worse.

It could be the same bad ideas more thoroughly imposed.

I think this is one of those cases where if it had not be done at that time and in that way, then, it would have been done slightly later in a slightly different way.
