Honestly I would always go full-frame if I can afford it. The staying power of APS-C seems to just be a price-based competition between the big players. Full-frames have gotten sufficiently petite as well, and at the end of the day simply offer more and less noisy resolution.

APS-C lenses will always be cheaper (if only because less physical material is required), so that's also a significant consideration.
The difference in noise levels between ~50MP full frame sensors and ~24MP APS-C sensors is also pretty small. For example, here's a comparison between a D5600 and a Z9 at ISO 3200: https://www.dpreview.com/reviews/image-comparison?attr18=day... If low noise is your main concern, you'll be paying an enormous premium for a very small difference.
I'd say the only reason to go full frame is if you have a lot of existing FF lenses, or if you really need 50MP or higher resolutions.
