neither Apple nor Amazon would use such a 3rd party infrastructure. doubtful whether Disney would either (owning Disney+ and Hulu, ESPN+, and HotStar). I also don't see YouTube switching.

HBO Max is now owned by Discovery, a cable company, so presumably they know how to run infra.
