I was relieved to read the article to find out that the pigeons were essentially canary-in-the-coalmine chemical detectors and were not being used as suicide bombers (e.g. Bat Bombs https://en.wikipedia.org/wiki/Bat_bomb, or Anti-Tank Dogs https://en.wikipedia.org/wiki/Anti-tank_dog)
WHile this article isn't about them, using pidgeons trained to peck at images of ships was looked into as a guidance system for early anti-ship missiles. - see https://en.wikipedia.org/wiki/Project_Pigeon

I wonder if this is a typo. I raise and sell pigeons. My 'cull' pigeons are sold for $5 each and are often simply given away.

There's an inherent risk that inviting pigeons into the military might lead to them overthrowing the civilian government. They are constantly talking about a coo.
