Basically I’m reading that he tried to develop a pretty niche application which this thing obviously doesn’t have the hardware for. I’m guessing the vast majority of other apps would be much more realistic to develop on an iPad.

Not really, it is a software problem. iPad Air with M1 processor is gimped for programming work by the OS. The hardware is as good, if not better, than many medium entry laptops.The real problem is that Apple markets the iPad Air as a laptop replacement which is not if you are a developer.
