The main use case is people with flexible itineraries who want to save a couple hundred bucks over 3+ flights. If you just wanna get ideas for places to travel from SFO you could google "SFO flight schedule" or a strict schedule "SFO to Richmond VA".
You are right that, if people choose to go to DCA to save $20 they would be wasting a lot of time and money, which may or may not be desired depending how much they like riding trains and wasting time. But if their goal was to see different cities on the east coast then it is helpful to know which nearby airport is cheaper to get to.
It doesn't really make sense to know multiple departure locations unless one is planning multiple stops because people currently can only be in one location at any given time.
But you are right for multiple large airports the results are a bit tedious. Maybe I should add another filter for "To City"
