Not really. It's just a another round of Russian propaganda trying to plant rumors to blame mythical Ukrainian supervillains for Russia's actions.
Propaganda or not, the article confirms that these calls do happen. At this moment in time, with tensions as high as they are, that's an important element to have in place.
