I was quite impressed with the FreieFarbe[1] presentation at Libre Graphics Meetup 2019. It is an open source service that actually does attempt to provide similar value as Pantone, not just the naming of sRGB colors. In particular, they've put nontrivial work into calibrating it to physical colorants.
