Can someone give me an example of a technology that is not 3D? What a horrific title.
It looks like they meant 3D printing in many places, but still 3D technology as a term to describe modeling and scanning is reasonable. As for what technology isn't 3D, a lot of technology doesn't really have anything more to do with 3D than any other number of dimensions like math, writing, or practically all software.
Writing, photography, video*, audio recording, painting,... there are many technologies that are not 3D which can be used to preserve culture.
* depends on whether you consider 2D images plyed in sequence over time to be 2D or 3D.

I think indigenous groups are largely unhappy with how much their culture and practices have been commoditized and sold to those outside their group as it is.
Aren’t Europeans, and many Asian ethnic groups considered an “indigenous group” of their home country. In such a case I don’t think say the Japanese are pissed off on the exportation of their culture through anime, etc.
To make such a general statement seems weird. Given the diverse nature of such a large number of groups.
Most of the indigenous people who I have met want to share their culture and are okay with earning a living by selling art that reflect their culture. They do not like it when others do the same, most likely due to a history of cultural misrepresentation, exploitation, and outright theft.
fwiw I think an important distinction is that you're talking about a majority group. It's probably different for the indigenous people that the Japanese Empire committed genocide against, like the Ainu
