About 600,000 people are released from prison each year. About half of them remain unemployed, at least partly because employers refuse to give them jobs, and they lack skills and job experience to compete with other applicants. This is surely part of the story here.

Also some of them are working. In the gray and black market economies.

Which is about 9.2% of that demographic, otherwise the number doesn't make a lot of sense.
