Can't read the article because I don't have a FT subscription - but I think this is a really bad idea from the EU. We saw what happened last time the Chinese government lied about a virus and allowed their citizens to travel en masse. Why does the EU think letting history repeat itself is a good idea?

They can say "oh no new variants of COVID have been found in these new visitors" but it's still too early to make that call IMO. The word "yet" should be tacked on to the end of that sentence.

But the full article doesn’t say the EU is rejecting it. There are only states (from north EU) that are saying that a block is pointless (and I agree with them).
