Don't worry, China will fix it for you too for more money. Its like an annual recurring revenue instead of one time revenue.
I am not excusing any grift, poor planning, overpromises, or shoddy work done at any of these projects. But man to put so much faith (and money) into foreign banks and companies to be able to plan and carry out huge infrastructure projects on your land seems like a great recipe for potential disaster.
