Why invent when you can just... "borrow" them? In all seriousness, though, LLMs are about data and computing which I'm pretty sure China has in droves. In fact, no walled-gardens exist in a regime where everything is under a central control, so it looks like China is uniquely positioned to manufacture its own LLMs. What it does with it though, would be pretty interesting to see.
