Doesn't render in Chrome (likely because they're in a seperate font set), but OSX does include it.

Depends on your browser, http://pile-of-poo.inunico.de/ works for me in Safari but not Chrome.
Yes, you can enter the Emoji through the "Special Character…" item in the Edit menu. Lion even speaks Emoji:

say -v Alex '💩'

I just tried this, sending from Verbs (iOS 5 supports emoji since forever), and yes, I can see the 😘❤😊🍸💚💤❕💙😰😥😭🏠❔💗👿👽💩🎵💦🐱🐶🐭🐹🐰🐺🐗🐮🐷🐻🐨🐯🐸🐵🐒🐴🐎🐫🐑🐘 with no problem whatsoever :-)
