What do they mean by Fast? In terms of website performance?

I'm guessing they mean that, but according to ForgePerf, GitHub is better in that regard.
fwiw there's a bug in the system which updates this page and it has grown rather stale. (author of this website)

Couldn't say, but I do think Codeberg's performance is anecdotally reasonable and I'm fond of their ideals and practices.
Yes, pages on Codeberg load so much faster than on GitHub, it blew me away when I first tried it.
