He seems to talk around the "Why," what role would these computers actually play beyond making the people capable of building and using them "very powerful" in some vague and unknown way? I admittedly found it difficult to read through this, it reads like an excessively verbose version of the proverbial "just trust me, bro" so I may have missed the actual explanation. He seems to acknowledge that it most likely would serve no purpose outside of a very specific sort of collapse which I assume would be one which only affected the computer industry but left everything largely untouched, which seems unlikely.
