Makes sense to me. We've offered various subsidies for electric cars for a while now. Why not try to build the industry from the bottom and make the use of an electric bicycle ubiquitous by ensuring that everyone who wants one can afford one? Top down may be working but fomenting from the bottom up will create movement in the correct direction by creating mindshare and making electric vehicles a common thing. There should also be synergies and theoretically incentives to invest in batteries which have always been the weak point on electric vehicles. Might even have advantages for the electric car types too by making charging stations more common as the need for them grows.
