I'm shocked that they're shocked: it's a ccTLD (and therefore follows the laws of the Dominican Republic in this case), and it seems that they can suspend any domain if in its determination "violates trademarks or any intellectual property or industrial property" and "in general [violates] applicable national and international laws".
