The point of a Chromebook is that it is a netbook. It's a thin client that provides reduced local resources in favor of SaaS and cloud services. You don't need a large SSD; you've got Drive. You don't need local office apps, you've got Docs, Sheets, Slides, Meet. Calendar, Maps, Photos, they're responsive and integrated. Google Play services is integrated, and provides your store full of synced Android apps. Your bookmarks, settings, extensions, etc. are synced to your account, and you move seamlessly among ChromeOS devices, Android phones, or just Chrome on a desktop OS.
So unless the goal is to provide drop-in, API-compatible SaaS for all of the above, I can't see this ending up as anything but an underpowered notebook that doesn't run desktop apps.
