I can only assume the decade is written like this to comply with the publication's style guide. It's awful.
if you’re mad about that, don’t look into how they handle Jr.,.,,,…,.,. And double conssannantts. And crazy umlaut looking things in coöperate.

If I recall correctly, I've seen Knuth use the diaeresis [1] in The TeXbook as well.
In a pedantic way it is reënergising.
