I tend to agree with this, but there is an important missing bit: context. Specifically, what is the operational overhead of the team? More plainly, how many lines of code/systems/processes/etc. is the team burdened with and does it, in aggregate, constitute one top priority (leaving less room for “recognized” priorities)?
