The headline sounds pretty odd but reading the context, it doesn't seem like an unreasonable restriction in light of the fact he's startled and alarmed multiple non-consenting strangers on many different occasions over a significant time period. Also, the restriction is only in public. I'm pretty sure there are non-public events, clubs and even meetups he can attend which will have no problem with his behavior. I mean, he wouldn't even get a second glance at the Folsom Street Fair in San Francisco.
The issue is really that his particular flavor of kink seems to involve surprising unsuspecting people in non-kink contexts - and serially harassing non-consenting people isn't okay.
In particular: "grabbed his penis over the top of his clothing" and "stepping out in front of cars", which are crimes even if you're not in a gimp suit.
Good. Leave your kinks and perversions in your bedroom, the rest of society doesn't want to deal with it.
On one hand I've found the entire saga of the Somerset Gimp to be oddly fascinating since he first popped up pre-pandemic[1] and I've been following the updates on him since, it's just the sort of news you don't hear but yeah... Him going out and approaching people who aren't consenting, especially at night, bit dodgy.

Really freaky to think this guy is a self employed gardener. The kind of job that gets you all kinds of access to peoples homes.
