Paris is the same.

The only difference is that California has human poop problem, Paris has dog poop problem.

California is a lot bigger than your comment suggests.

At 425,000 km^2 it is almost as large as all of France (552,000).

There's about 700km of California north of Cupertino.

And it is a 500km drive from Cupertino to Hollywood.

CA's ability to flex diminished after 1849. Now, all it has is fluff.
