Sounds a lot like one of the main topics of "The World as Will and Representation" by Schopenhauer
Or a corollary of the https://en.wikipedia.org/wiki/Good_regulator theorem: when a regulator is too small to be "good", knowing its internal model tells us more about that specific regulator than about the world.
