That makes me think of "Level 12" in the Content Moderation Learning Curve [0], where it may be related to satisfying politicians in particular jurisdictions like Germany.

I agree with this statement as-written, but would like to preemptively reject a popular-but-false idea that the difference has legal significance under the US' "Section 230" law. [1]
