There's speculation that Microsoft have had a deal with Qualcomm that has prevented this to date [1], but that deal should hopefully be expiring soon.

Prevent what exactly though? Running on physical hardware I would have to imagine?
They have ARM images available, I run them in UTM already. They just make them increasingly difficult to find.
