The relationship between Use Cases and Use Case Scenarios is the hypotenuse of the conjoined triangles of the House of Requirements.
Totally agree with this diagram, it's a great representation.

Now if I could only get stakeholders and less experienced people on the team to understand why it's important, and get them to follow it.

Excellent. I agree totally. But trying to get adherence to standards in requirements documentation is like trying to nail jelly to the ceiling.
