Ask HN: Scam IT Consulting Firms?

I follow the classifieds in my local newspaper (Raleigh, NC in the US). There have been several IT consulting firms (in past several months) that have legit looking job postings offhand, but when I go to their websites they are quite bad. One you had to snail mail resume (and website had various levels of neglect), today one had a http website and lists a shared office space as mailing address.

Are these some type of scam? I cannot figure out the scam though exactly. All I can guess is some type of shell company (to maybe spread out H1Bs and avoid dependency status?)

Or I am just overestimating the level of competence people whom outsource IT and they have legitimate contracts. The websites smell like Nigerian scam email level bad to me, so I just have a hard time seeing that someone looks at the website and actually pays the group to do anything related to IT.

iirc, they want to hire H1B, but they put out a bad faith job posting to prove that there's no local talent... its come up on this forum before, but I can't remember the right keywords to search.
I get that part -- I don't get the bad website though. Like why have a http website? At least have a legit website and advertise your services no?

How did they get the contracts for outsourced work to begin with? (Is there some type of shell game that prompts a larger company to make these smaller companies?)
