IQ Key used to be available on Amazon, but seems to have almost entirely disappeared. I considered getting some for my kids, but a lot of the reviews complained that the axles were plastic instead of metal, and so were much more fragile.
My parents got some of those new ones for my son a few Xmases ago. They don't seem to be quite the same. I had the originals and they were a lot of fun.

I had the old ones. They were a sandox game. You have to combine them to get the correct shape and the machanical conection from the motor to the wheels or whatever. (And avoid the water if neccesary.) So there were plenty of combinations and variants. :)
Like 15 years ago, we bouth a modern one for my daughter. It was a mantis or something similar. It has esectially only one way to be build. It was an splitable toy, not a building set. :(
The helicopter in the article is similar. It looks like you can combine some parts, but it's hard not to build an helicopter. And the external black belt is cheating. :(
