This article has a much more negative take on the rivers than I felt when I saw them. To me, they were one of the most special parts of the city. The houses and stores all right up against the river. The Meguro River with the cherry blossoms hanging over in particular was beautiful. But I really loved all the city rivers in general.
Though from 2019 that was interesting to read, or to be reminded of.

But it lacked mention of https://duckduckgo.com/q=tokyo+storm+water+caverns which surely are connected, and essential for making that successful?
