If you can generally rely on people not being dicks, it's possible to avoid spending large amounts of effort on features that you need only when large numbers of people are being dicks.

Manipulating the "honour system"* night and rural trains to get unlimited free rides is, and was, probably even easier than spoofing natel location data for this app, but why would anyone bother to do that? It's not like we're barbarians, after all.
