I don’t get what this is supposed to be.
It shows off a minimum viable web app configuration, as a ready component of a debian package. I presume Gibney starts off lots of sites, pursuing his own interests or supporting communities, and wants to systematize the getting started part of that.

I've used https://www.gnod.com/ site for many years, and get delight in sharing it with others. However, the recommendation system gains most of its value only after many users contribute over months or years. You've got to start somewhere.
